Each participant has three minutes to not only let the other person know what service or product their business provides but to discuss their business needs and articulate the types of referrals they are seeking. It allows you to converse beyond the traditional 60 second elevator pitch and to possibly set up a future meeting if you find a common interest.
The person across from you may not be the perfect client, but they may know someone who could benefit from your product or service. You might be in search of a specific business need that they can provide assistance with. And should there be no "connection" with the person across from you, you have the benefit of knowing the bell will ring in just a few minutes and allow you to move on to the next business contact.
